The firefighters union will not be allowed to join the city as a defendant in a federal case that alleges the department's hiring practices were racially biased. While The will not be a defendent the representing black firefighters was granted the right to join the as a plaintiff. The conform to alleges that the department's examination process had a disparate impact on minority applicants.
